Ms. Moore began her journey in the world of work at the St. Kitts-Nevis-Anguilla National Bank as a teller clerk and was later transitioned to a Loans Division Clerk. She later worked in the United States as a contracted Evaluator for A.G. Edwards Investments, an American financial service holding company now known as Wells Fargo Advisors. She later gained additional experience through employment at Citi Group – an American multinational investment bank and financial services corporation – where she served as a Funding Operations Specialist. In 2007, Ms. Moore began working as a Senior Tax Inspector at the St. Kitts and Nevis Inland Revenue Department (SKNIRD). Seven years later, she was promoted to the position of Audit Supervisor with responsibility for the Large & Medium Tax Payer Division Unit. In 2018, she was appointed as an Assistant Comptroller. The following year (2019), she was again promoted to the position of Manager of the International Taxation Unit until October 2022. Ms. Moore holds a Master’s Degree in Entrepreneurial Studies (2005) and a Bachelor’s Degree in Accounting and Management Information Systems (2003), both obtained from Lindenwood University in St. Charles, Missouri USA. Ms. Moore is also a Certified Fraud Examiner and a member of the Association of Certified Fraud Examiners.
Osbert Wilkinson has a vested passion for Aviation and Airport Safety. In 1990, Wilkinson began his Aviation career at the then, Golden Rock Airport where he worked as an airport personnel. Shortly after, he attained certification in Air Traffic Control, Approach Control and Aerodrome control and was appointed Air Traffic Controller. In 2008, he was promoted to Airport Operations. Wilkinson has completed extensive training in Airport Certification and Aviation Studies (St. Lucia), Diploma in Airport Operations from Airport Council International (ACI) covering airside operation, landside operations and airport business operations, acquired training in Aviation Security Audit and Inspection techniques from both TSA and CAD and has recently completed PMAC sponsored training courses from The Institute for Industrial Solution (Jamaica) in Total Quality Management & Documentation, & Performance Management. Wilkinson’s most recent achievement involves his current appointment as Airport Operations Manager (A.g.) effective October 01st 2021.
Elmo Burke Joined the SCASPA Team in 2003 as an Airport Information System Officer position. In under a year of employment, SCASPA recognized Burke’s passion for Aviation, and he was then transferred to the Meteorological Department in 2004. In 2012 he was Appointed as Senior Meteorological Officer. He is a Certified Meteorological Observer and holds a BSc in Meteorology and a MSc in Natural Resource & Environmental Management with a concentration in Climate change.
Kurt Louard is the Senior Air Traffic Control Officer (SATCO) at the RLB International Airport and has been with the Authority for over 28 years. He has served in the capacity of SATCO from 2013 to present. His role includes but is not limited to the overall daily supervision of the operations at the Control Tower. Mr Louard has successfully completed training in Aviation Meteorology and holds a diploma in Air Traffic Aerodrome and Approach Control from the Civil Aviation Training Centre in Trinidad. He also holds certification from the Trinidad and Tobago Civil Aviation Authority in effective supervision, on the Job Training Techniques in Aviation and Human Factors in Aviation. Recently he was appointed by the Ministry of Aviation as the Air Traffic Controller Examiner and On-the-Job Training Instructor for St. Kitts.
Twenty-five years ago, Leon Phillip joined the SCASPA Team as a Cargo Facilities Warehouse Clerk. A decade later, Phillip accepted the opportunity of learning Aviation where he was later transferred to the RLB International Airport as an Aeronautical Information Service (AIS) Trainee. Since then, he has received extensive training in Aeronautical Information Service and Civil Aviation Training out of Barbados. Over the years, Phillip has advanced himself in the AIS rank where he has moved from an AIS Officer II to his now current position as Senior AIS Officer of the RLB International Airport.
